ARGYLE manager Paul Sturrock is still waiting on decisions from loan pair Gary Teale and Russell Anderson.
The duo performed admirably for the Pilgrims in the closing stages of the season and Luggy has made it clear he interested in signing permanent deals with them both.
Teale (Derby) and Anderson (Sunderland) are now back at their parent clubs with one Premier League fixture remaining.
"Gary had to go back because they obviously have another week to go, and so has Anderson," said Luggy.
"I have had conversations with them and their managers. Until they have a discussion with their management team and their agents, there is nothing more to be said.
"It is dependent on a lot of factors as to whether they will be here next season."
Anderson, in particular, has shone in his time at Home Park, especially when you consider he missed the first-half of Sunderland's season through injury.
"Russell Anderson was outstanding against Wolverhampton [on Sunday], absolutely excellent," said Luggy. "Over the piece, he has done very, very well.
"He had been injured for a long time and coming back in at a strange environment, and having to play at Southampton without training with us, he acquitted himself very well.
"There are very few games I can point the finger and say there were mistakes when he was involved.
"I was very pleased with the standard of performance he achieved at the football club."
Teale's scenario has been very different with niggling injuries hampering his progress, although the glimpses of quality we have seen has impressed Luggy.
He said: "Gary Teale is a different kettle of fish. Wingers are wingers, and they are either hot, cold or indifferent.
"Gary's problem was that he kept picking up wee niggling strains and missed training. It also meant he missed games as well and couldn't get a consistent run in the team.
"There were a couple of times when people saw the real Gary Teale and, if we could get that consistently, we would have a good player on our hands."
