PAUL Sturrock believes the Pilgrims can only benefit from Yannick Bolasie's loan move to Barnet.
The pacy winger has re-joined the Bees for six months after a successful spell at Underhill last season.
"It is going to improve his development," said Luggy.
He added: "There are still wee quirks in his game that I have talked to him about.
"I am going to talk to their manager about him and at the end of the day, he (Barnet manager Ian Hendon) can only benefit from the player, and we can only benefit from him putting in the things that we think he needs to work on".
"He has electrifying pace and, as I said, he definitely has got assets that any football club would want and he proved himself last year as well, so I am pleased we have done a deal."
When asked if other clubs had shown an interest in London-based Lala, he replied: "There were a lot of clubs in for him but I just felt that staying with his mother is more of a benefit than being in a strange place - so I just feel he'll be more content."
Luggy had considered keeping the youngster at Home Park but realised how it would be beneficial to let him experience more first team football.
"Yes," he said. "It crossed my mind but we've got others that come into that kind of category."
Recent speculation has suggested that Aberdeen boss Mark McGhee is keen on securing the loan signings of duo Steve MacLean and Jim Paterson.
Luggy said: "At the end of the day, that has come from another football club. All my players at this minute are working very hard to impress the manager, and those two are no different.
"There is many a player on our books in many a discussion at the minute."
Asked about subsidised loan deals, Luggy said: "That is an option.
"I think any football club right at the beginning of negotiations will go down that road. It is how you negotiate how much they want them at the football club."
Names linked with a move to Home Park are often speculated during the closed season, but there was one name that Luggy was quick to rule out.
He said: "I can assure you that Danny Haynes is not one of the players I am looking at."
