ARGYLE manager Paul Sturrock believes the signing of Cardiff youngster Darcy Blake will have dual benefits.
Blake primarily comes in as cover at right-back for David McNamee and Karl Duguid, who have both suffered injury problems at the start of this season.
Luggy also feels the move will help kick-start a career that has threatened to stagnate in the Welsh capital and Blake will be with us until January.
"He is here because the full-back positions have been a problem to us," said Luggy.
"Duguid's injured and McNamee has been injured as well, and he gives us options. He can play several positions.
"He is an under-21 international and comes with a high pedigree. He has been unfortunate at Cardiff because a wonderkid has turned up - Adam Matthews - who is in the £5m category.
"He has signed here for six months and we are hoping to kick-start his career.
"I've talked to the Wales under-21 manager and all sorts of people, and they were all confident that he will settle in the Championship.
"I am very friendly with [Cardiff manager] Dave Jones and he has reiterated everything everyone else has said."
Dave Jones added: "A loan move should do Darcy a lot of good. He needs to get out and play matches.
"We have no reserve team because we believe reserve football does nothing for our youngsters. They are far better off going out on loan and getting game-time. It's an important part of their development."
