WINGER Alan Judge has been an unfortunate victim of manager Paul Sturrock's selection policy in recent weeks.
The Republic of Ireland under-21 international has not started since the August defeat to Sheffield Wednesday and Luggy admitted the frustration is getting to Judge.
The likeable Irishman will be looking for a change of heart from Luggy ahead of tomorrow's visit of Scunthorpe to Home Park.
"Judgey's been very frustrated that he hasn't played the last four or five games," said Luggy.
"I am very appreciative of Judgey - he has done a great job for us. Sometimes, you go down the road of horses for courses.
"We've had some difficult games away from home and I felt we needed a more solid-looking midfield, and Judge is more attack-minded.
"I'm not writing Judgey off. It is exactly the same scenario as [Krisztián] Timár. There will be plenty of games this year for them to get back in."
Another man suffering from a rotating squad is Chris Clark, who didn't even make the bench in Tuesday's win at Peterborough United.
"Clark hadn't done anything wrong," said Luggy. "He didn't make the bench for the simple reason that I had enough on the pitch to cover midfield.
"Clarky will be disappointed he didn't make the bench. Judgey will be disappointed he didn't make the team. I had a word with them all to tell them the reasons why."
